hello I am John Pascal from The Folk School Board welcome to the Phillips high school or Phillips School District open house let's start our presentation I think you're John Rick Morgan superintendent of schools in the field School District and I'm Lisa voisin I'm from Robert W Baird headquarters Milwaukee Miron Construction and my name is Brad Simonson woman architect with HSR Associates in Lacrosse thank you everyone so the beginning of the Temptation I just wanted to spend a couple of minutes talking about our facilities assessments and planning process by that you're able to see right now and it's really had started back in 2015 when we first began to put together a long-term facilities plan and we identified several areas of projects that we would be able to address for the school district including things like the roof and upgrades to lighting and controls that the 1972 High School those types of projects were easily seriously done from within the general fund budget and we tackled those projects they were completed a couple of years ago and we're happy to report that they are saving the district anywhere between 19 and $22,000 a year and energy cost savings but those types of our Solutions were things that we identified and we completed unlike a portion of our 1958 Elementary School that we also identified as an area of need but the cost of repairs and upgrades for that size of a project we're at that I am determined to be about 5 and 1/2 million dollars and wall outside of the scope of our general fund budget and still we fashion the committee together and we took a look at Solutions in options they want the referendum 2018 what's a 12.6 dollar referendum question which as you recall was defeated by about a three-to-one margin we hired a company to work with us after that that summer of 2018 and we surveyed the community to try to find out and get feedback from the community regard to that solution and what options we should be considering what we've learned is that even our own staff and many of our parents did not support that solution the reasons they cited or their lack of support or it had to do with the fact that we were brace upper elementary school and that was something that was not supported from them the reason we were looking at that option as we do know that we have some underutilized space in our Middle School in her high school and that a pimped out for the 2018 12 point million-dollar solution was addressing some of those but we also realize that if our own people are not supportive of that kind of a solution we need to go back to the drawing board by which we did and we did survey the communities and we had the potential of solution that did not serve a well enough in order for us to even consider in 2019 going to referendum Phil of the board made the wise decision to hold off for another year and we put together the Phillips action committee has the pack kinetic I took a look at many solutions and address many of the needs that we surveyed the community on and we definitely do that we needed to come up with some kind of a solution that address the space utilization is it was a huge issue for our community was telling us there are spaces in the middle school and high school that are underutilized and whatever kind of a solution we have we have to use those better in order to be able to do that the committee also realize that we needed to move all of the students over the one campus and that was so uniformly supported from the community survey a 67% of the community survey respondents impacted reply affirmatively to stay that that would be in everyone's best interest so that really has let us then to 20 project now at 9.86 million dollars addresses many of those areas of need so we take a look at those infrastructure in the elementary of course we've did reference that's failing of the 1958 part of our current elementary school is now in excess of 7 million dollars you'll see you take a look at the rising cost to be able to address those issues and some other parts of that project that we did not have consideration for temporary classrooms for the students if we were to tackle that kind of a project the replacement of the windows was definitely going to be a great there and of course the mechanical and electrical possess are highlighted on the flight will be considered 7 million dollars are as a dimension and excessive 7 million to tackle it size of a project we felt in the survey respondents felt as well it would be in the best interest of the school district consideration to not try to improve that 58 portion disbanded and move everyone over to one campus we also then would be able to alleviate one of the significant issues that are current High School have to do with water it's on the northeast end of the building and by adding the addition on that end we feel very confident that we would be able to mitigate that water issue of course then because everyone's over in one campus we would be directly impacting play Civilization in a much more efficient manner both from using space for students and instruction and of course for teachers they would be all Under One Roof and we wouldn't have to be transferring back and forth from two different and then also the service come back to show that there was a high interest in updating and expanding our ticket area because of our high needs in the current manufacturing sector here in our community and we feel that that would be a significant Public District over 5 years identifying what is the best long-range plans for this community referendum question that is on the ballot this April it's a solution that addresses all of the district's needs and Dales efficiency for the future different this time this time is Community Driven past winning numbers been able to give feedback on the solution has also created from 20 community members and staff members who volunteer their time to come up with a solution district-wide efficiency we're maximizing the use of space are bringing every student Under One Roof and also or enhancing the check headspace to not only renovating to give students an opportunity to learn Hands-On skills that will directly impact your local economy with manufacturing being so large and salt in price County we thought that was a great the improvements Rick suggested we worked with the building committee and staff members and develops different options or Solutions this is the solution that everybody kind of settled in on as the best and it involves a simple addition to the east side of the high school bring of course over to this building which is one of the survey suggestion keep putting those elementary kids and what's currently the existing Middle School space we would be remodeling a little bit of strategic remodeling in those areas one would be to create a secure and safe entry to the elementary school remodeling some specific classrooms to enhance uses for elementary specific need enhancing the library as well as well as yard addition to the building on the east side involve moving middle school kids with several new classrooms on the Upper Floor of the lower level would be in addition specifically targeting expanding and enhancing location technology that's so the two story building in composition about a total of 20000 square feet and 10,000 first floor and while we're adding to that Space trailer vocational technology area as well as all of the Middle School classrooms which would be on the east side upper level and it also allows us to it to solve the problem of water that water challenges that we have on the east side of the building on the lower level were able to give some good attention to solving a problem as well as creating positive drainage I'm getting that water that does collect their couch in the way through piping to a retention group are the other part of that project involves again back on the elementary side of the school Westside doing some enhancing to the parking area Car drop off making dad a little more efficient and effective sport getting charged in and out for dropping the kids off of Shepherd bus drop-off and pick-up area that during the school day would be gated off and utilize for for a hard surface player is what is the things that we wanted to spend a little bit of time on his talking about that attack at areas where we're looking at the expansion of the manufacturing industry of course as well as references the number employer not only in Phillips area but in price County Accounts at this time as it is stated for 39% of the jobs in the county you can take a look at the number of the companies that are listed here until that the community understands one of the the things that we are looking to develop into after having scored some other high schools in the state of Wisconsin who have gone in this direction just creating a much more involved manufacturing component to our high school and classes like business education math and science classes working directly with our technical education teachers and apartment in creating our own manufacturing company right from within the high school Hands-On real life experiences for kids I am helping them to realize the connection within their own community and then highlighting some of those jobs that they will learn they can stay right here in Phillips and be able to fill in and keep our strong economy and if you're interested in seeing what some Modern Heist middle school high school tech ed spaces look like we'll have images of inspiration on the website so the total project cost and you know is 9860000 dollars and that is a not-to-exceed amount ice cream here is the actual referendum question that will be on the ballot so again you are allowed to borrow on a 9860000 dollars purpose of an you can see the purpose language here and we've just described that as well as I previously in this presentation so what is this going to cost a dollar amount the estimated impact on The Middle is a dollar Thirty now that's the dollar 31st thousand of fair market property value simple math would be over $230 on $100,000 property divide that by 12 and it's about $10.83 per month now this is an estimate in space on a 20 year borrowing and if using a 3.75% interest rate now interest rates as you may know just hit historical Lowe's towards the beginning to middle of March and we seen a lot of volatility given what's going on in the world right now so we are not sure where it is actually land when we borrow the money but right now we feel comfortable that we're being Shirley conservative with using 3.75% if you would borrow at something less than 3.75% you can see the total interest cost would be reduced by about $300,000 so if you were borrowing at 3.5% every quarter percent would save the king about $300,000 on interest. So let's just talk a little bit about how Phillips school district has held the line on taxes when you look at a 5 your look back the mill rate for filippou's $9.61 5 years ago moving the decimal over to that's about $961 cash School tax for $100,000 property and that is only come down over the last five years as you can see in this chart now just hypothetically if we were to have a successful referendum again you're adding that $1.30 to the current mill rate we're still below where we were five years ago the added impact we always like to compare millrace to our neighbors and Phillips one of the lowest Mill rates in the state of Wisconsin and one of the lowest Mill rates in the area so when you compare Philips to its neighbors really only one here and that's Lambo that is has a lower mill rate than Central School District all right now how to vote so the election yes is still being that they're still planning to move forward on April 7th however in our current health situation we are urging residents to vote absentee so this also is a recommendation of the Wisconsin election committee they're urging residents to practice social distancing and voting absentee so how do you boil well you must be a registered voter if you are not a registered voter you have the ability to go online to my boat. Wisconsin bye. Go to register to vote and it's that simple as taking a picture of your photo ID and uploading it at that point you would then be able to request an absentee ballot your other option is to call your local municipality ask for hours in which you can go into Rochester now if you are a registered voter you can request an absentee ballot by again myvote wisconsin.gov or call you in as a pallet and they'll actually meow you once so I guess we are urging people to vote absentee if you choose to vote in person actually vote early so all municipalities have early in voting or in-person voting hours please call your local municipalities to understand when and where there a person early voting is taking place lastly you will still have the ability to vote in person on April 7th if you choose to but again we are urging you to do it safely so I just wanted to take a minute to thank everyone again for finding us on our web page and and logging in and in doing this recorded presentation as if this is an example of the environment wearing right now the social distancing is something that could be a little walking problematic you probably sensed a little visit in our presentation today that's okay but the information is the important thing make sure that if you have questions please contact me at the email let's provided here or the phone number that you can talk to my assistant Heather soukup and we'll make sure that whatever questions you have will get answers to you and then to on our webpage you'll not only find a copy of this recorded presentation but there will be more to come again thank you so much for taking time to visit our site and have a great day
